This includes direct experience developing stategies, tools and workshops for the purpose of outreach to educate dam owners, operators, regulators and legislators on dam safety and security issues and opportunities.
The President and Chief Executive Officer, Deborah Byers possesses a Bachelor of Science in Business Administration Management from Regis University. Debbie has over 20 years of experience in developing, implementing, and enforcing public policy; overseeing interagency and intraagency coordination; and strategic, organizational, and program planning. Debbie has organized and facilitated high level management and public stategy meetings, developed outreach materials, and prepared a final report on implementing stategies for meeting future organizational challenges.
Vice President and Manager of Operations, Jack Byers possesses a Master of Science in Engineering. Jack has over 30 years of experience in providing Federal, State, Tribal and local government water resource leadership and management. He has served on several national dam safety and security boards, state infrastructure protection and emergency response committees and has had extensive responsibilities for dam safety of Federal, State and privately owned dams.
On an ongoing basis, The Byers Group, Inc. provides valuable educational and professional development opportunities for State Dam Safety offices, State-regulated owners/operators, and other sector stakeholders. This includes direct experience in developing strategies, tools, and workshops for the purpose of outreach to educate dam owners, operators, regulators and legislators on dam safety and security issues, emergency and crisis management, and hazard mitigation opportunities.
The Byers Group, Inc. is currently responsible for leading the development of the State Dam Security Panel (SDSP) consisting of State Dam Safety Officials and representatives from the Dams Sector-Specific Agency (SSA) (private dam owners and utilities). The SDSP considers and reviews ongoing initiatives and relevant issues related to security and protection of State-regulated dams sector assets. The Byers Group, Inc. organizes, coordinates, and facilitates SDSP meetings and activities, and provides the necessary administrative support. The Byers Group, Inc. manages the SDSP activities to develop, coordinate, and organize a series of technical training meetings and workshops that provide valuable educational and professional development opportunities for State Dam Safety Offices, State-regulated owners/operators, and other sector stakeholders. The Byers Group, Inc. also provides technical and general presentations on dam security awareness, protective measures, and crisis management. The SDSP hosts an annual meeting (National Forum on Dam Security) open to all Dams Sector Stakeholders to discuss relevant issues related to the security and protection status of the Dams Sector in conjunction with Association of State Dam Safety Officials annual conference.
The Byers Group, Inc. has also participated on the initial scope and direction of the National Levee Safety Act program direction under consideration by the National Committee on Levee Safety. As a technical expert, Jack Byers worked with the Program Development Workgroup to identify the national program, which will include all levels of government. The Program Working Group determined how the program and various program elements may be delegated to individual States and possibly to local governments.
The Byers Group, Inc is working with The Applegate Group, Inc. and the New Mexico Interstate Stream Commission (NMISC) evaluating the development of a Hydrographic Streamflow Program (Program). The NMISC is interested in establishing a master services contract with Applegate Group with the intent of providing project specific scopes on an as-needed basis for the evaluation, feasibility, implementation, and operation and maintenance of the Program. The Program would allow NMISC to take over the operation and maintenance of the U.S. Geological Survey (USGS) flow monitoring structures, data collection, and record management. There are approximately 130 Real-Time Flow Monitoring Sites and approximately 470 total streamflow-gaging sites within the State of New Mexico.
The Byers Group, Inc. serves as Technical Staff for the Colorado Water Well Contractor’s Association (CWWCA). As such, The Byers Group, Inc. attends and participates at CWWCA Board meetings, provides technical expertise to CWWCA Committees and task forces; and prepares quarterly and semi-annual reports to the CWWCA Board of Directors and Membership on pertinent activities.
The Byers Group, Inc. worked with the Colorado Division of Emergency Management’s (CDEM) programmatic objective in the preparation of the pending Emergency Management Accreditation Program Assessment. Specific activities included a review of the current Colorado All Hazards Mitigation Plan and Emergency Management Accreditation Program requirements; perform a gap analysis of the existing plan to accreditation standard; develop a strategy to eliminate or reduce the identified gaps, meeting with cooperating agencies and entities to prepare for the assessment of the Hazard Reduction, Risk Assessment and Consequence Analysis, and Hazard Mitigation components of the Colorado All Hazards Mitigation Plan; and participate in the accreditation assessment. This project involved reviewing the prior assessment, current plan components and working with the CDEM and cooperating agencies to identify gaps and/or required additions or changes to the existing plan, improving the plan, and making progress toward meeting Emergency Management Accreditation program requirements.
